NYC Community Board chair Jeffrey LeFrancois apologizes for calling Hell's Kitchen District Leader the 'c-word'

The community board chairman acknowledged to the Daily News late Tuesday that he used the slur. But he also alleged he felt "provoked" by the district leader "who was using abusive language toward me."
